The Lock Out Crime Scheme (LOCs) aims to improve home security for older people in approximately 23,000 homes across Northern Ireland.
It provides and installs free of charge additional home security in the form of door and window locks, door chains or restrictors, door viewers and front and rear door external lights.
All these devices meet British Safety Standards and are installed to appropriate professional standards.
To be eligible you must meet all of the following criteria:-
- aged 65 years or over
- in receipt of housing benefit or a rates rebate
- have suitable doors and/or windows for fitting the new locks, etc.
The scheme applies to all eligible householders whether they live in public or private rented accommodation or are an owner occupier. This includes folds and sheltered housing, etc.
The Northern Ireland Housing Executive (NIHE) is responsible for installing the LOCs package of home security measures and it is being delivered on the basis of NIHE housing districts.
How do I apply
If you meet the eligibility criteria listed above you will, prior to the Scheme entering your area, have been sent a letter of offer by the NIHE (similar to the leaflet aside) asking if you wish to participate in the LOC Scheme. If interested simply complete the tear-off portion of the letter and return this to the Freepost address noted on the back of the tear-off slip.
What happens next
You will receive a visit from a NIHE maintenance officer to inspect your home for suitability for the scheme. The security measures to be installed will be agreed with you and you will be asked to give written consent for the work to begin. The work will then be carried out by a NIHE appointed contractor at a time convenient to you. At the time of installation you will be shown how to properly operate the locks, door chain, etc.
In addition you will be given an information pack that contains useful advice and contacts on how you can stay safe in your home and when out and about. A post installation survey will also be conducted to check that the standard of workmanship in fitting the devices in your home is to your satisfaction.
Not yet registered for LOCs?
LOCs began in May 2004 and over 10,000 homes have already benefited from the Scheme. All of the letters of offer have now been issued across Northern Ireland to those who are eligible for the Scheme.
If you qualify for LOCs and have misplaced your letter of offer or simply forgotten to register for the Scheme, there is still time to do so by telephoning 02890 318838. NIHE staff will check your details with you and register you for LOCs. The LOC Scheme must be completed by March 2007.
